If you lose blue hydraulic system fluid, is the RAT still available?

Thanks for all your information and reading of ECAM action Would appreciate your comments on why on the G+Y system low pressure ie no Flaps the flap leaver is set to 3 for landing . No CHANGE in slat movement if the flap leaver is at 2 or 3 so why not land with leaver at 2. also Why is the G+B Handling problems as opposed to G+Y ? Thanks very much for your help much appreciated B regds
